The framework provides a common approach to planning and prioritising evaluations across the Australia New Zealand food regulation system.
It explains:
- the purpose and scope of evaluation across the system
- how intervention logic and theories of change can support evaluation
- process, impact and value-for-money evaluation
- factors for prioritising evaluation projects
- key considerations for undertaking evaluations, including stakeholder involvement, independence and data
- how the system can monitor and strengthen its evaluation maturity.
The framework applies broadly to system activities and initiatives, including policy development, food standards, implementation, incident responses and non-regulatory approaches. It does not apply to enforcement action against specific individuals or businesses.
An evaluation plan template is included to support the planning and governance of individual evaluation projects.
